County treasurer alerts commissioners to subcontractor lien on EOC project; recommends follow‑up before broad payment

Wilson County’s treasurer told the Commissioners Court on Sept. 22 that a notice of lien had been filed against the county’s Emergency Operations Center (EOC) project by Applied Thermal Solutions for $5,842, dated Sept. 15.
Treasurer Brenda Trevino (title used in clerk notes) said the lien indicates labor and materials billed in May 2025 and that Broadus Construction is the general contractor on the EOC project. The treasurer asked the court whether to hold a Broadus invoice for roughly $442,000 that appears on the court’s bill list until the lien status is clarified.
“A lien places a lien on our property for nonpayment,” the treasurer said, noting that county procedures rely on Broadus to pay subcontractors and that the county normally makes progress payments based on Broadus’ invoices and the project schedule.
Members of the court noted the county is already holding retainage for the project and estimated retainage well exceeds the lien amount. One commissioner said such subcontractor notices are common and signaled confidence Broadus will resolve the matter; another said staff should contact Applied Thermal Solutions to confirm whether the subcontractor already has been paid and whether the lien can be released.
No formal vote or court directive was recorded on the lien during the Sept. 22 meeting. The treasurer said she would contact Applied Thermal Solutions and report back; commissioners indicated they would not release final contract retainage until the matter is resolved.
