City staff said the parcel lies within the city’s extraterritorial review area (inside the three-mile boundary and specifically within the 1.5-mile zone that requires commission review). Staff reported the town of Koshkonong and Jefferson County do not require a roadway dedication for the parcel and recommended the planning commission waive the city’s dedication requirement for this case.
The applicant indicated the intent is to place a home on the new two-acre lot. Staff recommended approval of the certified survey map with the waiver; the commission moved and seconded a recommendation to the City Council, and the motion carried by voice vote.
Staff said future applications will be reviewed individually and that dedication requirements may be considered on a case-by-case basis when proposals affect future city growth or potential annexation areas.
