Budget committee restores library, court and community-event funding and reduces planning line; motion passes
Summary

The package approved by the committee includes:
- $20,000 restored to the library (restoring previously reduced operating support); - $25,350 restored to courts (to cover bailiff, public defender and interpreter needs); - $8,000 restored to Parks for the "Can Be Kids" program; - $6,000 restored to Police for the "Grill and Chill" event and a bike rodeo; - $5,000 restored to Finance supplies and services.
To offset the restorations the committee directed these reductions/income sources:
- $50,000 reduction in the planning line item tied to the comprehensive code update (the committee directed staff to split or delay portions); - $10,000 from the mayor and city council line (forgo consultant facilitation; the committee specified this reduction be taken from the mayor/council general line rather than council training); - $4,350 from a temporary personnel-savings estimate in the police budget (the department had noted a possible, short-term $44,000 savings while a position remains unfilled).
Councilor Jason Padden made the motion restoring the items and specifying the offsets; Council President Tracy Hensley seconded. The transcript records that the motion passed. The committee discussion immediately prior to the vote included multiple proposals for reallocating the planning funds and several council members argued priority items such as library programming and court operations should be kept whole.
Committee members also discussed whether the police $44,000 estimate could be counted on and several members urged caution because overtime or hiring timing could reduce that figure.
The committee’s motion did not change the cemetery perpetual-care transfer; members left that item for later consideration and indicated library staff and finance staff should work through the technical accounting needed to implement the restorations.
