Kellen McGurkin briefed the committee on the appropriation; he said SB1183 gives the Public Utilities Commission responsibility for setting standards of care for electric utilities’ wildfire mitigation plans and will require the PUC to create mitigation plans in conjunction with utilities.
The committee’s motion added two FTP and $187,000 from the Public Utilities Commission dedicated fund to cover salaries, benefits, and related personnel costs. Senator Woodward moved the appropriation and noted the cost would be borne by the regulated utilities through the PUC dedicated fund; Senator Woodward said ratepayers of those utilities (not taxpayers generally) fund the dedicated account. The motion passed by roll call with a combined total of 15 ayes and 4 nays (Senate 9–1; House 6–3). The committee advanced a due‑pass recommendation.
