The Joint Finance‑Appropriations Committee approved a $5 million FY2026 appropriation from the General Fund to support K‑3 literacy coaching and intervention, a trailer appropriation to Senate Bill 1069.
Jared Tetrault told the committee the funding is targeted to public school districts and charter schools in the bottom 25% of the fall Idaho Reading Indicator and will support teacher and administrator literacy coaching and development for kindergarten through grade 3. The department’s fiscal note estimated $5 million would be needed for the appropriation.
Representative Petzke moved the FY2026 appropriation of $5 million; the motion was seconded and approved by roll call. The combined committee vote was 14 ayes, 4 nays, 2 absent/excused; the motion carries a due‑pass recommendation.
Staff later added trailer language on the screen at the Department of Education’s request to ensure the dollars are distributed consistent with the committee’s intent.
