JFAC Adds $250,000 and Three FTEs to Military Division to Support EMS Transfer

The Joint Finance-Appropriations Committee approved a supplemental request to provide $250,000 in personnel funding and three full-time equivalent positions to the Military Division’s military management program to support the transition of Emergency Medical Services (EMS) from the Department of Health and Welfare.
Frances Lippett, a budget and policy analyst with Legislative Services, told the committee that the committee’s prior action moved EMS from the Department of Health and Welfare to the Military Division and provided funding for a part-time medical director and one-time transition costs. The $250,000 and three FTEs are intended to supply administrative, procurement and fiscal support that Health and Welfare previously provided through a larger support staff.
"The military division has 435 FTE compared to about 3,000 at Health and Welfare," Lippett said. "Because Health and Welfare has a deeper bench of support services, the military division needs additional positions to fulfill procurement responsibilities and general administrative tasks for EMS."
Senator Burkey moved the funding; Representative Galaviz seconded the motion. Senator Bjerke spoke in support, describing the change as necessary to set the course for the future of EMS in Idaho. The committee approved the motion. The chair announced a final tally of 16 ayes and 4 nays, and the motion will move forward as a bill with a do-pass recommendation.
