Brooke Dupree, a budget and policy analyst with the Legislative Services Office, told the committee that a drafting omission during preparation dropped a subsection marker (the letter b) and the language being adopted restores the intended reference. The chair placed the item on the record and called for questions; none were raised before a motion to accept the corrected language was made and seconded.
Senator Wintrow objected to a unanimous‑consent request, so committee members proceeded to a formal roll call. The motion to accept the corrected language passed with a combined committee vote of 18 ayes and 2 nays, and committee staff said the correction will carry a due‑pass recommendation.
Dupree remained at the table to answer follow‑up, and the committee moved on to the next budget item.
The change is procedural: it corrects a drafting reference so the Commission for Libraries’ appropriation points to the intended subsection of the applicable state statute. No new funding or programmatic change was included with the correction.
