Public commenters urge action on housing, budget transparency and emergency-dispatch strain

Three speakers addressed the Sioux Falls City Council during general public input on March 18, raising separate concerns about housing and homelessness, municipal budget transparency and the use of emergency-dispatch resources.

Catherine Neufel, who identified herself as a community member and frequent public commenter, said she has repeatedly raised concerns about apartment conditions and the city’s treatment of people living outdoors. She said she intends to share photos and further information in future public comment and urged council members to ensure humane treatment of people experiencing homelessness.

A resident identified in the transcript as Mike praised the mayor’s long service and urged greater fiscal transparency during the upcoming budget season. He suggested the council consider property-tax reductions over the next four years and proposed a reduction in the city’s vending sales tax to 0.7 percent so residents keep more income; he framed these as ways to encourage local investment.

A third commenter addressed emergency-dispatch resource use and alleged repeated unnecessary 911 calls tied to activity at a local deli. The speaker said 911 dispatchers have told them calls were being placed for minor incidents — including a paper-clip cut — and said that those calls strain dispatch resources. The speaker said a perimeter fence planned for the site was delayed and urged the council to act.

The speakers’ remarks were delivered during the three-minute general public-input portion of the meeting; the council did not take immediate formal action in response. The comments were recorded in the meeting transcript and will appear in the council minutes.
