JFAC adds reporting language requiring Office of Energy & Mineral Resources to report on ‘Speed Council’ progress

The Joint Finance‑Appropriations Committee on March 20 approved additional language to a previously passed motion requiring the Office of Energy and Mineral Resources (OEMR) to report on the use of monies and projects supported by a newly created Speed Council.
Analyst Kellen McGurkin told the committee the added language requires OEMR’s report to include measurable actions, findings, and an overview of planned, completed and ongoing projects supported by the council, and to provide justification for continued funding to inform future legislative decisions. The language specifies a report deadline of December 1, 2025.
The chair noted the vote was not a new vote on the motion that passed earlier in the week but a vote to include the additional language as it is sent to the Senate. Representative Tanner requested unanimous consent to accept the screen language; the chair reported no objections and “it is so ordered.”
