Board of Veterinary Medicine presents temporary rule to reduce many licensing fees; euthanasia agency fee may rise under biennial renewal

Katie Stewart, bureau chief for the Administration Bureau at the Division of Occupational and Professional Licenses (DOPL), presented temporary rule dockets (described in the meeting as 20-43800 and 12501) on behalf of the Board of Veterinary Medicine.
Stewart said the presentation responds to legislative direction from last session requiring DOPL to monitor cash balances; the division updated board rules to include “not more than” language so the board can reduce fees when appropriate. Stewart said the board has voted to decrease many fees by 20% in accordance with the division’s cash-balance plan.
Staff directed committee members to the updated fee table on page 28 of the temporary rules review book. Senator Taylor asked why the euthanasia-agency renewal fee increased substantially under the proposed changes; Stewart explained that the state moved many license types to a biennial renewal cycle to create consistency and that, for some license types, the fee appears higher because the renewal now covers two years rather than one. Stewart said other fees were already near their caps and required no change.
Stewart asked the committee to approve temporary rule docket 20-43800 and 12501; the presentation concluded and committee members were told the committee would vote on rules at a later meeting.
