Idaho Sheep and Goat Health Board presents rule rewrite to agriculture committee; no fee changes

Lauren Mink, executive secretary for the Idaho Sheep and Goat Health Board, presented the pending rules rewrite (docket 02-0801-2401) to the Idaho Senate Agriculture Committee. Mink said the rewrite updates the ZBR chapter to improve clarity, eliminate duplicative language and remove obsolete verbiage; she told the committee the changes do not affect fees.
Mink said the board’s authority for the rules comes from Idaho Code 25-1-28 and that the redline begins on page 111 of the pending rule book. She described several specific changes: updates to the incorporation-by-reference section to reflect revised requirements and standards; removal of multiple definitions that duplicate federal regulations or voluntary program standards; insertion of “eCVI” to include electronic certified veterinary inspections in the sheep-and-goat entrance requirements; an updated process for requesting permits; and removal of a section duplicated by the incorporation-by-reference text.
Mink also said that section 900 was removed because it duplicates Idaho Code 25-1-37. She told the committee that negotiated rulemaking meetings were held on June 11 and June 25, 2024, and that no public comments were submitted in the rulemaking record.
Committee members asked questions. Senator Caul sought confirmation that removing section 900 did not eliminate an existing fine; Mink affirmed the fine remains codified in Idaho Code 25-1-37 and that the rule text had duplicated that material. Senator Lankie cautioned about embedding website addresses in rule text because URLs change and can require rule updates; Mink noted the comment for follow up.
No committee vote occurred; the presentation concluded and committee members were invited to ask further questions at a later meeting if needed.
