The Idaho Department of Health and Welfare told the Joint Finance-Appropriations Committee on Monday that it has reorganized internal divisions to align day-to-day work with legislative budget structure and is seeking one-time capital and operational requests tied largely to child welfare and IT systems.
Budget analyst Alex Williamson of the Legislative Services Office and Director Alex Adams summarized the reorganization, new leadership roles and several budget requests. Williamson said the department is asking the legislature to align appropriation lines with how the agency now operates, including renaming and regrouping divisions and moving specific programs to the parts of the agency that administer them.
Key changes presented
- Division reshaping: The department proposes splitting Family and Community Services (FACS) out and promoting the Medicaid administrator to a deputy director who will retain Medicaid duties. Support Services and Licensing would be renamed Division of Operations; Public Health and Self-Reliance would be grouped as Health and Human Services; and a new internal division name, Child, Youth and Family Services, would encompass child welfare (renamed Youth Safety and Permanency), service integration (Family and Community Partnerships) and developmental disability services (Early Learning and Development).
