Committee accepts corrected CEC recommendation: $1.55 hourly salary increase and 4.5% IT market adjustment clarified

Frances Lippett of the Legislative Services Office told the Joint Finance-Appropriations Committee on Monday that a revised CEC (compensation) recommendation letter contains two corrections to reflect the committee’s prior action.
Lippett said the committee had in fact recommended a $1.55-per-hour salary increase per full-time equivalent position (FTP) and that earlier draft language incorrectly included flexibility language the motion did not grant. She also clarified that the committee’s recommendation for a 4.5% market-based increase for IT and engineering positions is intended to be in addition to the $1.55-per-hour increase.
"The motion in committee that passed did not include that flexibility language," Lippett said when describing the fix to the salary language. She also said the 4.5% IT market adjustment "is in addition to that dollar 55 per hour per FTP."
Chairwoman Harmon requested unanimous consent to accept the corrected letter; no member objected and the committee approved the correction by unanimous consent.
Why it matters: The corrections ensure the committee’s compensation recommendation is recorded accurately. The clarified language affects how the compensation adjustments will be applied to classified IT and engineering salary schedules and whether flexibility language allows alternative implementation.
What remains: Committee members raised a follow-up question about whether the IT and engineering adjustment applies to classified employees across all agencies or only those on the state’s classified salary schedule; Legislative Services said the motion applied to employees on the IT and engineering salary schedule and did not automatically include nonclassified IT/engineering staff such as those for constitutional officers.
The corrected recommendation letter was accepted by unanimous consent and will be reflected in the committee’s CEC recommendation materials.
