Bill introduced to expand provisional medical licenses, aim to grow rural physician workforce

Representative Jordan Redmond of District 3 presented RS32064 to the House Health & Welfare Committee, saying the proposal builds on Idaho’s bridge-year physician program and would create a renewable three-year provisional medical license for physicians who complete three years of supervised practice and annual training requirements.

“This legislation builds upon the bridge year physician program to expand a renewable 3 year provisional license after practicing for 3 years and completing 50 hours of training per year,” Redmond told the committee, adding the license would help capture untapped national talent and allow physicians to train in small clinics and rural practices where they may later work.

Redmond said the state is planning additional investment in medical residency capacity—he said more than $20 million is being allocated to new residency capacity—but that investment would not meet full demand statewide. He described the provisional-license approach as a way to relieve strain on residency programs and extend training opportunities into rural settings.

Representative Healy moved to introduce RS32064. The committee approved the motion by voice vote; members signaled “aye,” the chair announced the motion carried and no roll-call tally was recorded in the transcript.

The introduction is a procedural step; no amendments or formal committee policy decisions were made at this meeting. Next steps are drafting and placement of RS32064 for future hearings or committee work.
