Committee introduces bill to align Medicaid value-based contracts with state fiscal year

Representative John Vanderbaatar of District 22 asked the Idaho House Health & Welfare Committee to introduce RS31996, a proposal to align Medicaid value-based payment contracts with the state's fiscal year so lawmakers can review contract performance prior to negotiating new agreements.

Vanderbaatar told the committee that the current timing creates an oversight gap. “The value based contracts will be on the same fiscal year that the state's fiscal year is,” he said, explaining that many contracts run on a calendar year so final performance data arrives after new contracts have already been signed.

He told the committee that because contract performance can take months to finalize, the mismatch prevents the Legislature from reviewing the prior year’s outcomes before entering negotiations on a new contract. He said the bill allows existing contracts to be extended to bridge the timing gap so the change can take effect on the July 1 fiscal cycle.

Vanderbaatar also noted Representative Rubell was not present to vote; Rubell had previously objected to a 1% threshold on some contract-related RS measures, he said.

Representative Jordan Redmond moved to introduce RS31996. The committee approved the motion by voice vote; members signaled “aye,” no oppositions were recorded on the transcript and the chair announced the motion carried.

The introduction is a procedural step that sends the draft forward for formal drafting and potential referral; RS31996 was introduced but no committee amendments or final decisions on policy were taken at this meeting.
