Britt Raybould (R‑District 34) told the committee, “The RS you have before you today accomplishes 2 objectives: it clarifies who has the authority and the oversight as it relates to cyber security and information security for the State of Idaho and also establishes that for the purposes of accessing State information we adopt multi factor authentication, which is essentially the requirement that we use more than just a password to access information.”
The resolution-style bill seeks to make multi‑factor authentication (MFA) the standard for access to state information systems as a way to reduce phishing and unauthorized access. Rep. Raybould said the underlying technology and infrastructure already exist for state employees to use MFA and that the proposal would direct the Information Technology Services (ITS) office to ensure agency compliance.
Rep. Barbieri asked about the fiscal note and whether the measure would have financial consequences. Raybould replied that “the process is already in place for State employees to gain access to LUMA, so essentially we already have the technology and the infrastructure in place to do it. This is just authorizing ITS to ensure that it’s actually happening within the agencies at this point for other types of access to state information.”
Representative Mickelson made the motion to introduce RS31885; the committee took no further discussion and carried the motion by voice vote.
