Crystal Allen, a DMV policy specialist with the Idaho Transportation Department, told the committee RS31819 would give ITD explicit authority to control access to its source systems and authorize a fingerprint-based background check requirement for individuals who require such access.
Representative Harris asked what prompted the proposal. Allen said that agents who have already been fingerprinted have passed background checks and that ITD is not reporting current access breaches; the department seeks clear statutory authority to manage access and continue protecting citizen data. "Currently any agents that have been fingerprinted have all passed," Allen said, adding the department wants explicit authority to manage system access.
Representative Petzke moved to introduce RS31819. The committee approved the motion by voice vote; the RS will be printed for further consideration.
