Committee approves introduction of RS31823 to extend motorcycle instruction permit and ease testing for returning Idaho licensees

Crystal Allen, a DMV policy specialist with the Idaho Transportation Department, presented RS31823. Allen said the RS has two main parts: extend motorcycle endorsement permits and Class D instruction permits to one-year validity, and remove a knowledge-test requirement for individuals surrendering a valid out-of-state license if they previously held an Idaho driver's license.
Representative Crane asked for the current permit length; Allen replied the current length is 180 days. Representative Harris asked whether the knowledge test requirement could be removed for all out-of-state licensees; Allen said the exemption applies to people who have previously held an Idaho license because they have demonstrated awareness of Idaho-specific rules.
Representative Cloud moved to introduce RS31823. With no further questions, the committee approved introduction by voice vote and the RS will be printed for further consideration.
