JFAC approves one-time supplemental for state prisons' body-worn camera pilot; funding figures recorded inconsistently on the record

Noah Peterson, a budget policy analyst with the Legislative Services Office, briefed the committee on a supplemental appropriation request to support a federal grant for a body-worn camera pilot in the State Prisons Division.

Peterson said the appropriation would include federal funds and a small general-fund match and described the request as the year-one appropriation for a pilot program funded largely by a federal grant. "This is year 1 of that pilot program and holds all of the, federal dollars in appropriation, for this program," Peterson said.

The briefing and the formal motion reported slightly different totals on the record. Peterson initially described the total appropriation in the briefing as $1,051,000 with the federal share and a $27,000 general-fund portion included in that total. The motion moved on the floor by Senator Wintrow and seconded by Representative Manwaring (as recorded) stated the one-time addition as $27,000 from the general fund and $1,023,900 from federal funds for a total the clerk recorded in the motion as $1,058,900. (Addition of those two line items equals $1,050,900; the transcript records both the different totals and the constituent line items.)

Clerks recorded the roll call. The committee reported that a majority of the Senate voted in favor (eight ayes, one nay, one excused) and the House recorded seven ayes, three nays; combined, the committee reported a total of 15 ayes, four nays and one absent/excused, and the motion carried with a due-pass recommendation.

Peterson told members that the Department of Correction expects subsequent requests in fiscal years 2026 and 2027 to carry the remainder of the grant match and associated appropriation needs.
