Committee reports SB166 with amendment limiting state attendance at local pre-construction meetings

The House Transportation Committee on May 27 reported Senate Bill 166 with amendments after adopting changes to how state entities are notified for local public-works pre-construction meetings.

Miss Williams, a committee staffer, introduced SB166 as a package of contract-related reforms tied to a public-payment task force. The bill addresses contract requirements for public works; committee discussion centered on how state entities should be notified about local pre-construction activity. "What we did not want to happen ... was to have a state agency represented at every single local government entity meeting," Miss Williams said when she introduced a set of amendments.

The committee adopted an amendment set (identified as 33-13 in committee materials) that deletes a requirement for an appropriate state agency to attend every pre-construction meeting and instead requires notice "with notice to the appropriate state entity." Committee members said the change preserves state engagement but reduces the administrative burden on local governments.

Secretary Donahue and other state staff provided information to the committee; the transcript notes several organizations filed cards in support of the bill. Committee members also noted a second proposed amendment related to payment for stockpiled materials that the panel did not take up at the hearing and said it would likely be revisited during rulemaking or further consideration.

Representative Chasson moved to report SB166 with the adopted amendments; there were no objections and the measure was reported with amendments by unanimous consent.
