State Board of Education’s systemwide budget asks small FY26 items tied to minors-on-campus and online learning

Kevin Campbell, budget and policy analyst, presented an overview of the College and University Systemwide budget line. He said systemwide is not a physical campus but a funding mechanism within the State Board of Education that transfers funds to colleges and universities for systemwide programs, research support and shared services.
Campbell said systemwide’s base budget is about $6.4 million and that approximately $4 million of FY2025 estimated expenditures are transfers to institutions for research and related projects. For FY2026 the agency requested $15,000 for training materials tied to minors on campus and dual‑credit participation and $3,600 to correct the FY2025 CEC calculation.
State Board of Education Director Joshua Woodworth said the minors‑on‑campus material is meant to help institutions manage increasing numbers of under‑18 students participating in dual credit, camps and other on‑campus activities. He told the committee the training request is systemwide because the issue and the needed materials affect multiple institutions.
Campbell and Woodworth said systemwide added staff and technology upgrades in recent years (an ongoing FTP and support for Apply Idaho and online learning platforms) and that the FY2026 enhancement requests are modest and focused on systemwide impacts.
No action was taken in the hearing; Campbell and Woodworth offered to answer follow‑up questions from the committee.
