Greg Wilson, chief of staff at the Idaho State Department of Education, told the committee the manual is currently in use by districts and that approving the temporary rule preserves continuity of operations for special-education delivery. “The special education manual, it’s critical that that's approved to ensure there's a continuity of operations, in our schools around the delivery of special education in the state,” Wilson said.
Senator Sumrall moved to accept docket 802032403; Senator Ward Engelking seconded the motion. The committee voted by voice and the chair recorded that the ayes had it.
Committee members did not raise substantive objections on the record; the department said the temporary rule maintains current district procedures through the end of the school year while longer‑term rule language proceeds through review.
