JFAC adds $3 million one‑time for child advocacy centers through Domestic Violence Council appropriation

The Joint Finance‑Appropriations Committee on March 14 approved a $3,000,000 one‑time General Fund appropriation for child advocacy centers, delivered through the Domestic Violence Council, to supplement services for underage victims of crime and family violence.

Representative Furness moved the motion and Senator Cook seconded. Alex Williamson, the committee analyst, explained that child advocacy centers provide forensic interviews, counseling, and civil legal aid for children who have experienced sexual or physical abuse, and that federal VOCA funding and some grant streams have decreased in recent years. Committee members said the $3,000,000 would restore funding toward earlier levels and help centers respond to increasing case complexity and demand.

Senator Cook described the operational model used by many child advocacy centers: a child‑friendly clinic environment, forensic interviewers, and video‑recorded interviews that reduce retraumatization and produce stronger prosecutorial evidence. He told members that centers have contributed to higher prosecution and conviction rates in jurisdictions using them, and he urged the committee to maintain support.
