JFAC approves $2.467 million in Community Corrections enhancements including Pocatello reentry center annualization

Noah Peterson, budget policy analyst with the Legislative Services Office, described enhancement 7 as the annualization of personnel costs for positions that were initially funded for six months in fiscal 2025; the committee approved the remaining six months’ salary and benefits for those positions. The motion as presented called for $680,700 for annualization, $212,300 for general inflation, and $1,574,000 for replacement items, producing a total additional appropriation of $2,467,000 — $116,200 from the general fund and $2,350,800 from dedicated funds.
Representative Manmure moved the package and Senator Wintrow seconded. On roll call the chair summarized the outcome as 16 ayes, 3 nays and 1 absent or excused; the committee reported the majority had voted in favor and the item will move forward with a do-pass recommendation. Committee staff said there were no net new FTP for the annualization item and that the requested amounts complete the personnel funding for positions already enacted for half a year.
The committee advanced the enhancement package as part of its ongoing budget work.
