Noah Peterson, a budget policy analyst with the Legislative Services Office, told members the appropriation represents federal grant funds received in federal fiscal year 2025 and will allow the department to begin the pilot “on time” and remain compliant with the grant’s terms. Peterson said the total one-time appropriation in the motion was $1,058,900, comprised of $1,023,900 in federal funds and $27,000 from the general fund. He said the state match and ongoing funding needs would be considered in future budget requests for fiscal years 2026 and 2027.
Senator Galloway asked about the timing and why the item was presented as a supplemental rather than a later budget request; Peterson responded that the grant was awarded in federal fiscal 2025 and the appropriation would allow the department to begin the project within the federal grant parameters. Senator Wintrow moved the supplemental and a representative seconded; the committee approved the measure in a roll call that the chair summarized as 15 ayes, 4 nays and 1 absent or excused. The committee chair said the item will go forward with a due-pass recommendation.
The committee record shows staff will carry the federal funds in the current year and that any recurring state match or additional requests will be considered in future budget cycles.
