BOISE — The Joint Finance‑Appropriations Committee approved a one‑time supplemental appropriation to the Department of Correction’s State Prisons Division to begin a federally funded body‑worn camera pilot program.
Noah Peterson, budget policy analyst with the Legislative Services Office, told the committee the total appropriation for the pilot is $1,058,900, of which $1,023,900 is federal funds and $27,000 is from the general fund. Peterson said the federal grant covers the majority of the pilot and that the department will request related state match spending in the FY2026 and FY2027 budgets; he said a state match of $505,000 is included in the Department of Correction's FY2026 budget request.
Senator Galloway asked about timing and why the pilot required a supplemental rather than inclusion in a later budget request; Peterson said the federal grant was awarded in the federal fiscal year 2025 and the appropriation would allow the state to begin the program on time and comply with grant parameters.
Senator Wintrow moved the supplemental, Representative Manwaring seconded, and the committee proceeded to a roll call. The committee recorded a final tally of 15 ayes, 4 nays and 1 absent and excused; the motion passed and the supplemental will move forward with a do‑pass recommendation.
