BOISE — The Joint Finance‑Appropriations Committee voted to adopt a $6,400,000,000 general fund revenue number for fiscal year 2026, following a presentation by a Legislative Services Office analyst and debate among committee members over timing and budgeting approach.
Mr. Bybee, the committee’s budget analyst, reviewed the Economic Outlook and Revenue Assessment Committee’s recommendation and compared that $6.4 billion figure to the governor’s median projection and other baseline forecasts. He told members the committee’s recommendation “largely agreed with the governor’s economic forecast.”
A motion to adopt the $6.4 billion revenue number was offered and seconded; Senator Galloway seconded the motion. Several members discussed whether revenue estimates should have been set earlier in the session before tax cut and spending decisions. Senator Janie Ward Engleking said she would vote no, arguing the committee should set a revenue projection at the start of the session and then work spending and tax proposals to that baseline.
The roll call produced a final tally of 16 ayes, 2 nays and 2 absent and excused; the motion carried. The committee chair and staff said the figure will move forward as the working revenue assumption for the budget process.
