Analyst Keith Bybee summarized the package as a mixture of reductions and increases across multiple central functions: a $2,800,000 reduction for the Attorney General, a $306,900 increase for legislative audit billings, a $1,948,000 reduction for risk management, a $6,800,000 increase for the state controller, a $45,400 reduction for the state treasurer and a $3,235,500 request for the Office of Information Technology Services. The combined net effect shown to the committee was an increase of $3,636,200 from the general fund, $2,090,300 from dedicated funds and a $186,000 reduction from federal funds, for a total increase of $5,540,500.
Co-chair Harmon moved to include the governor's recommendation for those statewide cost allocation adjustments. The motion passed on a unanimous vote (20-0), with the committee recording 10-0 in both Senate and House delegations.
