Lawmakers introduce RS 32155 proposing Medicaid expansion safeguards; members seek detailed fiscal and implementation analysis

Representative Jordan Redmond (District 3) introduced RS 32155, legislation the sponsor described as safeguards to ensure Idaho's Medicaid expansion aligns with fiscal responsibility, self-sufficiency and oversight. The RS would create conditions for continued expansion and a trigger mechanism to redirect funds if federal or state agencies fail to meet the set safeguards.

"This legislation provides safeguards to Idaho's Medicaid program ensuring its sustainability, prioritizing resources for needy populations, and promoting fairness and accountability," Redmond said. He described potential state savings if safeguards are met and argued the approach could preserve Medicaid expansion while addressing concerns about waivers.

Committee members raised substantive questions about the fiscal note, the practicality of proposed waivers under the Affordable Care Act, and operational capacity to implement work requirements or other waiver conditions. Representative Rubell said she believed some waiver requests would be inconsistent with the ACA and that the RS could effectively mean repeal of expansion unless federal waivers were granted; she urged that fiscal impacts throughout the system be considered. Representative Wheeler urged consideration of a legislative review trigger rather than an automatic dissolution tied to federal action. Representative Fernum and others supported a full hearing to allow time to digest the proposal and hear from agencies such as the Department of Health and Welfare, Your Health Idaho (the state marketplace), and Department of Corrections.

Redmond said he had spoken with some federal-administration staff about creative waivers and that he would discuss implementation details with members. The committee voted to introduce RS 32155 for a hearing and requested detailed fiscal, administrative and implementation information in advance.
