Representative Redmond introduces risk-sharing schedule for value-based care organizations

BOISE — Representative Jordan Redmond introduced RS 32,254 in the House Health and Welfare Committee, a proposal to require value-based care organizations that serve Medicaid populations to assume stepped-up risk-sharing percentages over time, according to his presentation.
Redmond said the measure would require value care organizations to “take on risk sharing at 40% starting July 26, 50 percent starting July 2027, 60 percent July 2028, and 70% July 2029,” as he stated in committee remarks. He described the change as a way “to provide savings to the taxpayers and provide more stability within our Medicaid budget.”
Redmond said the proposal reflected elements of a minority report from the Medicaid managed care task force in 2023 that he and several colleagues signed.
Representative Healey moved to introduce RS 32,254; the committee approved the introduction by voice vote. The committee did not record additional debate or amendments in the meeting minutes.
The measure was introduced for committee consideration and will follow the normal legislative scheduling process.
