The Joint Finance-Appropriations Committee on Thursday approved $250,000 in dedicated funds and three full-time equivalent positions to the Military Division’s military management program to support the transfer of emergency medical services (EMS) from the Idaho Department of Health and Welfare. The change is part of a trailer to House Bill 206 under committee consideration.
Frances Lippett, a budget and policy analyst with Legislative Services, told the committee the military management program houses administrative, fiscal, human-resources and procurement functions for the division and that the requested funding would provide staff to carry those responsibilities for the EMS program after transfer. "When the military is asked to jump, I think their response is usually how high," Senator Bjerke said in remarks supporting the motion, adding that an analysis showed the military division would need additional support staff because it lacks the broader support-service bench that Health and Welfare has.
Representative Price asked why the military division would require more employees to run EMS than the Department of Health and Welfare. Lippett explained the Department of Health and Welfare has a much larger staff (about 3,000 FTP) and could distribute administrative workload more efficiently; the military division has roughly 438 FTP and cannot absorb the extra support tasks without added staff. "Yes. Correct," Lippett said, describing the need for procurement and administrative staff.
Senator Burkey moved the motion to add $250,000 and three FTEs; Representative Galaviz seconded. The committee advanced the motion with a final tally announced as 16 ayes and 4 nays. The chair said the item will go forward with a do-pass recommendation.
The committee noted this action was a continuation of its work on the HB206 trailer; the motion and funding are intended to support the administrative transition of EMS into the Military Division rather than operational EMS policy changes.
