JFAC approves Administration enhancements and $122.9 million in public-works spending from the Permanent Building Fund

Department of Administration enhancements approved in committee include: - One FTE and $70,300 for an Office of Group Insurance personnel technician to support growth in the group health plan. - One FTE and $76,500 for a Property Values Analyst in the Office of Risk Management. - One FTE and $83,700 for a Financial Specialist tied to growing transactional workload. - $8,500 for a trailer to transport crowd barriers for the Division of Security. - $60,600 from the Permanent Building Fund to provide a governor's housing stipend (funding transfer/house stipend transaction). - Capital/operating alignment of $131,300 in Division of Public Works funding and replacement-item allocations including IT hardware and equipment.
Separately, the committee approved requests from the Division of Public Works and the Permanent Building Fund advisory council totaling $122,861,900 in one-time dedicated funds for FY2026. Major items in the package include: - $6,500,000 to expand the Department of Lands Ponderosa supervisory office. - $5,560,000 to establish utilities connections for the planned Army National Guard Readiness Center in Bonneville County. - $5,525,000 for construction and land purchase for an Idaho State Police District 2 facility. - $2,500,000 for lab construction at the Micron Center for Materials Research at Boise State University. - $14,000,000 for an Idaho State University life-sciences complex. - $8,000,000 for a joint military science and veterans assistance center at the University of Idaho. - $12,568,100 to restore statewide deferred maintenance funding. - $68,208,800 for replacement items and facility maintenance across state-owned buildings (alterations/repairs, building maintenance, ADA compliance and campus maintenance).
The committee also approved language requiring the Division of Public Works to include project status and budget information in its November submission and directing the Permanent Building Fund Advisory Council to recommend disposition for projects that have not begun within designated timeframes.
