BOISE — The Idaho House Committee on Education approved multiple State Board of Education rule dockets aligning administrative rules with recently enacted statutes and implementing reporting changes for school facilities and the Opportunity Scholarship program.
State Board staff said the rule dockets are intended to mirror statutory changes passed in the previous legislative session and to collect district-level facility attendance data needed to distribute funds tied to students physically on campus. "These rules…are aligning to a bill passed last legislative session by our own representative Clow…making sure our rule code aligns with those changes," State Board staff said.
Committee discussion noted the Board used temporary-rule authority so districts could report required data promptly after passage of a facilities bill. "When facilities bill passed last year, we hit the ground running…we needed that information right away as we ran out, to make sure we were dutifully implementing that bill passed by the legislature," a state official said.
Representative Mathias moved to approve docket 08-0113-2401 (Opportunity Scholarship) and later moved to approve docket 08-0201-24401 (rules governing administration and data reporting). The committee approved the dockets by voice votes; no roll-call was requested.
The committee also removed one rule from the agenda at the State Board’s request after the State Board decided to take the item back for further consideration.
