Clackamas County Housing Authority approves 2025 annual plan and Moving-to-Work supplement

The Housing Authority of Clackamas County’s annual plan for fiscal 2025 and its Moving-to-Work supplement were approved by the Housing Authority Board and the Clackamas County Board of Commissioners during the county’s Feb. 13 business meeting.

Shannon Callahan, executive director of the Housing Authority and director of the Housing and Community Development Division at Clackamas County Health, Housing and Human Services, told the board, “We are here today to present for your approval our annual plan and our moving to work supplement. We are in the fourth year of our five-year plan, and we have made significant progress toward the goals that we set.” Callahan said the authority’s repositioning strategy is replacing outdated public housing with new affordable housing and that five families have moved from renting to homeownership under recently implemented programs.

The plan, Callahan said, does not include significant operational policy changes but adds clarifications to align with the Housing Opportunities Through Modernization Act of 2016 (HOTMA) should HUD pursue implementation during the plan period. Mary Rumbaugh, director of Health, Housing and Human Services, said the resident advisory board already reviewed and commented on the plan. The authority will accept public comments for 45 days following the hearing and will submit the plan and any received comments to the U.S. Department of Housing and Urban Development by April 17.

Commissioner Leenstra moved to approve the Housing Authority fiscal year 2025 annual plan and the Moving-to-Work supplement; Commissioner Schroeder seconded. The board closed the public hearing and approved the motion on a 6-0 roll call vote. The clerk recorded ayes from Chair Roberts, Commissioners West, Fireside, Savas, Schroeder and Leenstra. The board directed staff to incorporate any written comments submitted during the 45-day period before submission to HUD.

The approved plan documents progress on the authority’s 5-year goals and clarifies operational language tied to federal requirements should HOTMA take effect. Callahan said the authority has “continued to improve the quality of life and economic vitality for our residents” and will append today’s comments and any additional public input into the submission package to HUD.

Next steps: the Housing Authority will accept written comment for 45 days, finalize the plan with those comments and submit the full package to HUD no later than April 17, 2025.
