Commissioners approve consent agenda including settlement, grants and road project amendments

The Clackamas County Board of Commissioners voted 5-0 on Jan. 9 to approve a consent agenda that included a $125,000 settlement, emergency management and public-health grants, health and human services agreements, and amendments to transportation contracts.
Clerk Andrew Juraki read the consent agenda for the record. Key items included approval of a $125,000 settlement in David Buza v. Clackamas County (funded through the county risk fund); a $136,121 Emergency Management Performance Grant for fiscal year 2024 (FEMA/Oregon Department of Emergency Management) with county matching funds of $105,957; an intergovernmental agreement with Portland State University for a trauma-informed public health staff assessment ($35,000); and an amendment to the Oregon Health Authority community mental health agreement that added $40,000 and raised the total value to $17,007,595.75 for 18 months.
On health services, the board approved a one-year renewal with CareOregon Inc. for services to young people showing symptoms consistent with a diagnosable psychotic disorder (renewal $50,000; total two-year value $100,000). The board also approved an amendment to an Oregon State University parenting education agreement ($78,541 amendment; total $294,392 for four years).
Transportation items included an amendment with The Freshwater Trust for the Henry Creek Culvert Fish Passage Project (amendment $50,000; total $150,000) and an amendment to an Oregon Department of Transportation agreement for the Knights Bridal Road / Wallowa River Bridal Project (amendment $1,021,089.58; total $4,622,175.58; includes $474,697.44 in county road funds).
Commissioner Martha Schroeder moved approval of the consent agenda; Commissioner Paul Savas seconded. The clerk called a roll; Commissioners West, Fireside, Savas, Schroeder and Chair Roberts all voted aye. The motion carried 5-0.
The board did not remove any items for separate discussion and recorded the approvals as a single consent action. Several of the consent items specified that no county general funds were involved; those that did name funding sources in the reading were noted in the record.
