Representative Diet introduced House Bill 55 as "the one that dealt with the Percy being a bonafide volunteer," saying prior discussion had established the background and need and that the bill tightens language so people who serve as resource persons or help on particular items are not threatened in their "Percy benefit." "I spent most of the time last time giving you the background and the need for this and kind of tightening some things up and making it so some folks don't have trouble or a threat to their, Percy benefit just because they serve as a resource person or or, fields of phone calls or come in and help on, on a particular item," Diet said.
After some procedural confusion over motions, Representative McCann moved that the committee send House Bill 55 to the floor with a due-pass recommendation. The motion passed by voice vote with no opposition recorded.
Diet said he had previously presented the background during an earlier RS and stood for questions; no additional fiscal details or statutory citations were given during this meeting. Committee members did not request further technical staff in the hearing record, and the sponsor withdrew an incorrectly made earlier motion before McCann moved the due-pass referral.
