ITD seeks aviation grants and equipment authority; flags aircraft maintenance and multiple IT/software requests

The Idaho Transportation Department asked the Joint Finance-Appropriations Committee for authority to spend available aeronautics cash balances and to use a proposed governor’s initiative for grants and equipment to support community airports and agency equipment needs.

What ITD told the committee Director Scott Stokes said roughly $4 million of the requested aviation grant dollars would come from interest generated by the Strategic Initiative Aeronautics Fund, with another roughly $500,000 coming from aviation fuel receipts not previously appropriated. He described the funds as intended for community airport grants and cited a separate need to repair or replace a department aircraft: “They're about $800,000 apiece,” he said of engine replacements.

Fuel taxes and grant activity When asked earlier about fuel tax rates, Stokes said the aviation fuel tax rates were small cents-per-gallon amounts and gave figures during the hearing. He also described how aeronautics grants are community‑driven projects and historically have been slower to implement because communities lead the designs and projects.

IT and software questions Committee members asked about construction management and materials‑testing software that ITD has requested over several years. Director Stokes said the construction software has progressed more slowly than expected and that, historically, the department has requested around $4 million for that software; because development has been slower, some funds did not expend as planned and portions were shifted into highway operations to advance road work. The department also explained separate OITS‑recommended IT equipment requests included items such as computers, scanners and network switches for DMV and other divisions.

What was requested in the budget materials Dupree’s budget summary shows several IT/OITS recommended requests across divisions: roughly $2.9 million in IT equipment for transportation services; $981,700 for DMV IT replacements (computers, scanners, switches, printers); and $865,700 for highway operations IT equipment. Governors’ recommendations generally endorsed the OITS recommendations and a $10 million governor's initiative for aviation grants and equipment.

Ending The committee asked ITD to supply more granular lists of software licenses, ongoing costs, and which items had shifted between divisions in prior years. No appropriation or final decision on aircraft repairs, grants distribution or software funding was recorded during the hearing.
