ITD seeks authority for system access control and fingerprint checks for employees and contractors

Crystal Allen, DMV policy specialist with the Idaho Transportation Department, presented RS31819, which the department says would provide clear statutory authority to control access to ITD source systems and establish a fingerprint-based background check requirement for those needing access.
Allen said the department currently fingerprints agents and has not encountered failures in the current checks but wants explicit statutory authority to manage and protect Idaho citizens’ data. Committee members asked about the driving force behind the proposal; Allen replied the measure clarifies authority and preserves data protections.
Representative Petzke moved to introduce RS31819. The motion carried by voice vote and the committee ordered the proposal printed for further consideration.
