Committee Chair (unnamed) opened the meeting, saying, "This is the Senate Local Government and Taxation Committee. The time is 03:00 and we're ready to start business today." The committee then took up a rules statement identified in the transcript as RS 31,976; Senator Grohl moved to adopt the rules and Senator Taylor seconded. The chair called a voice vote and the motion carried.

The chair said the committee will meet again on Tuesday and then adjourned the session.
