ITD seeks longer motorcycle instruction permits, waives knowledge test for former Idaho license holders

Crystal Allen, a DMV policy specialist with the Idaho Transportation Department, told the committee that RS31823 has two elements: extend motorcycle endorsement permits and Class D instruction permits to a one-year validity period (from the current 180 days) and remove the knowledge test requirement for individuals surrendering a valid out-of-state license if they previously held an Idaho driver’s license.
Representative Crane and others asked for clarification; Allen confirmed the current permit length is 180 days and that the change would allow an entire 12-month validity period without forcing a renewal. Representative Harris asked whether the knowledge-test waiver should be broadened to all out-of-state license holders; Allen replied the waiver applies specifically to people who previously held an Idaho license because they have demonstrated familiarity with Idaho rules.
Representative Cloud moved to introduce RS31823. The motion carried by voice vote and the committee ordered the proposal printed for further consideration.
