The clerk read a long list of members as excused and said the absence of a quorum prevented any official action. “In the absence of a quorum, no question may be decided or action taken,” the presiding officer said. The clerk also announced, “Measures appearing on today's agenda will be held at the desk until the next convening of the House.”
Under Article V, Section 12 of the Oregon Constitution and House Rule 3.05, the presiding officer said the chamber must adjourn when a quorum is not present. The adjournment was entered “without objection,” the presiding officer added: “Without objection, it is so ordered.”
The transcript records more than 30 members listed as excused before the adjournment announcement. Names read into the record included Nelson, Sosa, Nathanson, Iverson, Boshart Davis, Ruiz, McClain, Valderrama, Bowman, Drazen, Whelan, Helfrich, Graber, Tran, Marsh, Gomberg, Reski, Wright, Scharf, Helm, Gamba, Nguyen, Elmer, Harbeck, Edwards and Owens.
Because measures were held "at the desk," no votes or formal decisions were taken on the items scheduled for the day. The House will take up those measures when it reconvenes on Feb. 18, 2025, at 11 a.m., unless the presiding officer or the chamber takes other procedural steps before then.
