The House Judiciary Rules and Administration Committee voted to introduce RS31808, a proposed cleanup and update to the Idaho Administrative Procedures Act, during a brief meeting on Jan. 9. Representative Alfieri moved to introduce the measure and the motion carried on a voice vote.
Representative Bruce of District 23 described RS31808 as “essentially just a cleanup and an update to Idaho Administrative Procedures Act,” saying the draft has two parts: a front section on rulemaking and a second section covering contested-case provisions. Bruce said he has worked with Brian Nichols of the Office of Administrative Hearings and that Nichols will provide more information during the bill hearing if the committee advances the RS.
The committee also approved the minutes from its Jan. 9 session after Representative Mathias moved to adopt them. The chair reminded members to review documents placed in the committee’s OneDrive ahead of upcoming bill hearings and warned that one Wednesday hearing is expected to draw many testifiers.
No substantive changes to law were adopted at the meeting: the committee only voted to introduce RS31808 for formal consideration. Committee members set a bill hearing for Wednesday, when proponents and staff (including a representative from the Office of Administrative Hearings) are expected to provide additional detail and testimony.
