Committee approves rules-review resolution for second-reading calendar

The Idaho House Revenue and Taxation Committee on Thursday introduced RS 32,008, a rules-review resolution stating the committee reviewed its rules and found them in order. Vice Chairman John Weber presented the resolution and recommended it be sent to the second-reading calendar with a due-pass recommendation; the committee approved that motion.

"As you remember earlier this week we went over the rules for this committee and recommend that they move forward. This resolution is just stating that we reviewed and found them in order," Vice Chairman John Weber (Representative, District 34) told the committee.

A procedural exchange followed during which members discussed the correct motion language and briefly took the committee at ease. Representative Rebold (named in the transcript as the member making the final motion) moved to introduce RS 32,008 and recommend it be sent to the second-reading calendar with a due-pass recommendation. The committee voted in favor of the motion. The chair announced that Vice Chairman Weber will serve as the bill's floor sponsor.

The chair also clarified the status of SOPs (statements of probable) used for informational purposes: "SOPs are provided for the purposes of information. They do not carry legislative intent," the chair said, characterizing SOPs as informational rather than definitive statements of legislative intent.

RS 32,008 was introduced and will be placed on the second-reading calendar for floor consideration. The committee adjourned and said it will meet again at 9 a.m. Friday.
