The San Rafael City Schools Board approved a first reading and waived the second reading of revisions to Board Policy and Administrative Regulation 1312.1, which governs complaints concerning district employees. District staff said the revisions reflect updated California School Boards Association (CSBA) recommendations and update a policy last revised in 2008.
District presenters summarized key provisions in the revised policy and administrative regulation: processes for initial informal resolution, timelines for written complaints, identification of the appropriate office to receive complaints depending on employee role, protections against retaliation, investigatory steps, rights of employees and complainants to present information, and an appeal process with final decision by the board. Staff noted the revisions clarify the district’s ability to support complainants and that confidentiality cannot be guaranteed in all cases.
Trustees moved, seconded and approved the first reading and waiver of the second reading by voice vote. District staff said the change implements CSBA updates and will be reflected in the district’s policy manual.
