Neighborhood Services staff recommended condemning and removing the single-family residence at 210 Walter Street, citing extensive deterioration, reports of a squatter and delinquent taxes, the neighborhood services manager said during an agenda review.
Staff said the owners, Ralph William Williams and Louise Williams, are deceased and that property taxes are two years delinquent (a bill of $413.87 was cited in the file, not including taxes due the following week). Notices were issued to the address of record and to Barbara Crom and her sister Donna Locks beginning in November 2021. Staff said a collapsing porch roof was removed by the family, but no other improvements followed. City records show Barbara Crom filed a small-claims affidavit in 2022 but county records still reflect the Williamses as the owners; Crom told staff last week she is trying to clear title into her name after her sister Donna Locks died.
Neighborhood Services said the file was referred to the city attorney in August and that only Crom had contacted staff after public notices. Because of the degree of deterioration, public-safety risk and unclear title, staff recommended removal. The board will consider the recommendation Oct. 21; no action occurred during the agenda review.
