Hot Springs seeks demolition of long-deteriorated house at 229 Bluff Street

Neighborhood Services staff told the Hot Springs Board of Directors that the city recommends condemnation and removal of the single-family structure at 229 Bluff Street in District 1 due to extensive long-term deterioration and risk to public health and safety.
Staff said the owners, Herman and Flossie Knowles, are deceased and that the file on the property has been open intermittently since November 1998. Recent violations include missing and damaged siding, damaged roofing, damaged porch floors and an inadequate foundation. The file was referred to the city attorney in August, and notifications were issued to the Knowles estate and other parties with recorded interests. Neighborhood Services said it received no additional contacts after public notices.
Because of the extent of deterioration, the risk to public health and safety, and the owners' apparent inability or unwillingness to repair, staff recommended removal of the structure. The recommendation will be presented to the board on Oct. 21; no action occurred at the agenda review.
