Neighborhood Services Manager James Hartage told the Hot Springs Board of Directors during an agenda review that staff is recommending condemnation and demolition of the single-family structure at 101 Montreal Street.
Hartage said the property is in District 2 and the owners are three sisters: Corine Cooper (deceased), Peggy West and Jacqueline Hill. He said property taxes are current due to a homestead credit. Jacqueline Hill requested city assistance to remove the structure in February and subsequently provided a notarized consent for demolition signed by Hill and Peggy West. The city performed a limited title search and the attorney handling notifications (Attorney Lottam) notified the known heirs and placed required newspaper and social media notices. Hartage said Lakisha Cooper (a child of the deceased owner) contacted the city after the notices and was advised to attend the Oct. 21 meeting if she had information to present.
Hartage said family members authorized removal of siding and doors from the structure, which has further damaged the property and increased public-safety risk. Because of the property's condition and the owners' stated desire to have it removed, staff recommended condemnation and removal. The recommendation will be considered at the board's Oct. 21 meeting; no final action was taken during the agenda review.
