DEQ PFAS drinking‑water rulemaking presented; committee holds docket 5801082401 for additional briefing

Jeri Henry, Division Administrator for Drinking Water Protection and Finance at the Idaho Department of Environmental Quality, and Tyler Fortunati, Drinking Water Bureau Chief, presented docket 5801082401, which incorporates federal Safe Drinking Water Act changes through July 1, 2024, to add PFAS (per‑ and polyfluoroalkyl substances) requirements into Idaho's public‑drinking‑water rules.
DEQ told the committee the changes implement federal Subpart Z for PFAS and would establish enforceable maximum contaminant levels, monitoring, analytical, reporting and record‑keeping requirements, and added sampling requirements for new wells and public water systems consistent with other contaminants. Fortunati said most public water systems would face new regulatory testing obligations; an average analytical sample cost was stated as about $325 depending on method.
Henry described PFAS as a broad class of persistent chemicals used in manufacturing and consumer products and noted health concerns raised by federal agencies. DEQ said it engaged stakeholders and the Drinking Water Advisory Committee and that no public comments were received during the comment period. The Board of Environmental Quality adopted the rule pending on Nov. 14, 2024.
Senator Van Orden asked to hold the docket until a fuller presentation the next day; Senator Harris moved to hold docket 5801082401 and Senator Wintrow seconded. The committee voted to hold the docket until the call of the chair and scheduled a more detailed briefing at a subsequent meeting.
