Senate committee introduces RS31828C1 to reduce state regulatory requirements for hospitals and long-term care providers

Senator Dean Blaylock presented RS31828C1 to the Senate Health and Welfare Committee, saying the measure seeks to cut redundant state regulations that apply to hospitals, nursing facilities and intermediate care providers already regulated by the Centers for Medicare & Medicaid Services.
"This bill recognizes that additional state level requirements add little value while significantly increasing operational strain on our health care providers," Blaylock said. He told the committee the bill would repeal 19 sections of Idaho code, eliminate 123 pages of agency rules and streamline licensing standards; he said the substantive changes are found on pages 1 through 6 and page 23 of the draft.
Senator Harris moved to introduce RS31828C1 and send it to print; Senator Wintrow seconded. The motion carried on a voice vote.
Blaylock said the legislation is supported by the Department of Health and Welfare and by impacted entities that want to reduce regulatory redundancies and ease administrative burdens on the health-care industry. The committee did not take further action at the hearing beyond introducing the RS and sending it to print for review.
The bill text will be printed for senators and stakeholders to examine before any subsequent committee hearings or floor consideration.
