Troy City Council on Monday, Oct. 13, 2025, recessed into executive session to consider the compensation of certain public employees, the possible purchase of property and to confer with legal counsel regarding imminent court action, according to a meeting notice read at the start of the special meeting.
Councilmember Phillips moved to recess into executive session “to consider the compensation of certain public employees, to consider the purchase of property and to confer with legal counsel regarding imminent court action.” Councilmember Schilling seconded the motion; a roll call vote recorded all members present voting yes and the motion was adopted.
The council later moved to return to open session. Councilmember Phillips made the motion to come back into order; Councilmember Schilling seconded. A roll call again recorded members voting yes. The meeting ended after a motion to adjourn made by Councilmember Schilling and seconded by Councilmember Westfall, which passed on a voice vote.
The notice read at the meeting identified the time and place as 6:15 p.m. on Oct. 13, 2025, at the Troy City Council Chambers and listed the stated purposes for the executive session. Because executive sessions are closed, the public portion of the transcript contains no substantive discussion of employee compensation, property negotiations or the legal matter referenced.
Actions taken during the special meeting were procedural: adopting the motion to recess into executive session, formally returning to open session and adjourning. The council signed the special-meeting notice before recessing, as recorded in the public portion of the meeting.
No further details about the subjects discussed in executive session, any decisions made there, potential purchase targets, specific employees or the nature of the imminent court action were disclosed during the public portion of the meeting.
